Tips for you
My friends took me there during the night, it was a fun places with good live music and some good snack food. The girls wore short, skimpy clothes, reminding me of Hooters in the US. it was fun place for friends to chill out, the music is not too loud that you have to talk so close to your friends. Although once you sit down at the table, there is not much else to do, so I suggest if someone looking for a more lively place with more dancing, they should try some where else in the Old Quarter of Hanoi.
Myself and my two freind are of the middle to older age generation and the Seventeen Cowboys was a lot of fun there was a good rock band from the Philippines and the young waitresses where very attentive they do like to be tipped well so be aware. We did not eat here so I can't comment on the food but there was a great atmosphere. Be aware of the guys outside calling you a taxi they did want a big tip to do this call your own.
I went there a few times last year and there were always some young pinoy bands performing modern music, they even sing upon our request (need tips for this though). Great place for group of young peoples to gather and listen to live music.
The band plays American rock/pops in good sound, casual atmosphere, attractive girls serving friendly.
